WhatsApp Business API pricing: what it costs and how it works in 2026

If your customers message you on WhatsApp — and if you sell to Spanish speakers in the US or anywhere in Latin America, many of them will — at some point you'll wonder whether the free app is enough or whether you need the API. Here's the difference, how Meta charges as of October 2026, and the rules you must follow if you want AI to answer for you.

What's the difference between the WhatsApp Business App and the API?

They're two separate Meta products. The WhatsApp Business App is the app you install on your phone: a business profile, a product and service showcase, greeting and away messages. It's built for a small business owner who answers messages personally.

The WhatsApp Business Platform (what everyone calls "the API") isn't an app at all. It's a technical connection that lets software send and receive messages, so you can plug WhatsApp into your website, your lead dashboard, your calendar or an AI agent that replies on its own.

How does Meta charge for API messages?

Since July 1, 2025, the API is billed per delivered message, not per conversation — the old conversation-based model is deprecated. And Meta only charges for messages your business sends. Messages customers send you are free.

Each message's price depends on two things: the message category and the recipient's country calling code. Meta publishes a rate card by market (a list of named countries plus regional groups for everyone else), so the same message costs different amounts in the US, the UK or Mexico. I'm not quoting dollar figures here on purpose: Meta can only change rates on January 1, April 1, July 1 and October 1, so any number goes stale. The current rate card is in the official docs linked at the end.

Marketing

Promotional templates: offers, launches, abandoned-cart reminders. Usually the most expensive category.

Utility

Transactional templates: appointment confirmations, order updates, payment notices. Volume discounts apply.

Authentication

One-time passcodes and identity checks. Volume discounts also apply.

Service

Free-form replies (no template) inside the 24-hour window, written by a person or a third-party AI.

What is the 24-hour window, and what changed in October 2026?

When a customer messages (or calls) you, a 24-hour customer service window opens, and every new customer message resets it. Inside the window you can reply freely. Outside it, the only way to reach that person is an approved template.

What matters as of October 2026: according to Meta's pricing page, every business phone number gets 1,000 free service messages per month, and starting October 1, 2026, service messages above that free tier are charged. From the same date, utility templates sent inside the window are charged again (they were free from July 2025 through September 2026). Unused free messages don't roll over.

Which rules do I need to follow to keep my number?

The WhatsApp Business Policy is strict and worth reading in full. These are the points I see businesses miss most often:

  • Opt-in first: only message people who gave you their number and agreed to receive your messages. Meta recommends separate opt-in by message category.
  • Honor opt-outs: if someone asks you to stop — on WhatsApp or anywhere else — you must respect it.
  • Approved templates: outside the 24-hour window you can only send templates with "approved" status. Review can take up to 24 hours.
  • A path to a human: you can automate replies inside the window, but you must offer a prompt, clear way to reach a person (live agent, phone, email or web support).

How do you automate replies with AI?

The setup I use is simple: the API receives the message, an AI agent answers using only information the business has approved (prices, hours, services, FAQs), and when it detects someone ready to buy — or a sensitive question — it alerts the owner to take over. Every conversation lands in a dashboard with name, phone and interest.

Meta also offers its own agent ("Meta Business Agent"), billed separately by usage; a third-party agent connected through the API replies as a regular service message. Either way, the human-escalation rule still applies.

If you want to see what a setup includes, the AI WhatsApp chatbot page has the details. Setup runs $2,000 – $5,000, plus WhatsApp and AI usage, which depend on volume.

Do I need the API, or is the app enough?

My rule of thumb:

  • The app is enough if you get a handful of messages a day, you answer them yourself and you don't need WhatsApp connected to anything else. Add a WhatsApp button with a pre-filled message to your website and you're done — that's what we did, for example, in Textil Judith's quote builder.
  • The API is worth it if messages pile up, you lose leads at night or on weekends, you want automatic follow-ups, or you need every contact logged in a dashboard.

Before deciding, run the numbers on how many inquiries slip away with the calculator on the homepage. If your website isn't converting yet, start there: go through the small business website checklist.

FAQ

Frequently asked questions

Is the WhatsApp Business App the same as the API?

No. The app is for a person answering from a phone. The API (WhatsApp Business Platform) is a technical connection that lets software, such as your website or an AI agent, send and receive messages.

How much does a WhatsApp Business API message cost?

It depends on the message category (marketing, utility, authentication or service) and the recipient's country. Meta publishes the current rate card in its documentation and only updates it on January 1, April 1, July 1 or October 1.

Am I charged for messages customers send me?

No. Meta only charges for messages a business sends to users.

Can I send bulk messages to my contacts?

Only to people who opted in, and only with Meta-approved templates. You must also honor anyone who asks to stop receiving messages.

Can AI answer my WhatsApp on its own?

Yes, inside the 24-hour window, as long as you offer a prompt, clear way to reach a human.
